Company Description Job Description APPLICANTS MUST BE PERMANENT IN THE ASSOCIATE STAFF ANALYST CIVIL SERVICE TITLE OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGE The Office of Budget Administration (OBA) is responsible for the planning, developing and coordination the Agency's budget and for monitoring Agency's revenues, expenditures and staffing for all DSS/HRA/DHS programs. The primary responsibility encompasses all social service and administrative programs directly operated and contracted by the Agency. The Budget Analyst Director for Affordable and Supportive Housing Services will assist the Budget Manager and Director with encompassing managing the budget for the Homelessness Prevention Administration (HPA) and Office of Affordable/Supportive Housing & Services (OASHS) , which includes the Housing and Homeless Services/Initiatives Division, the Rental Assistance Program, the Affordable Housing Services program, senior and veterans housing services, Homebase homeless prevention contracts, all of which are vital programs in assisting New Yorkers in need. These programs are designed to prevent homelessness and help our clients move into secure, permanent and affordable housing. The Office of Budget Administration (OBA), Administration (HPA) and Office of Affordable/Supportive Housing & Services (OASHS) is recruiting for one (1) Associate Staff Analyst to function as the Budget Analyst Director for Affordable and Supportive Housing Services, who will:

  • Assist the Budget Director in monitoring all budgetary and programmatic issues affecting an assigned program/administrative area.
  • Assist the Budget Director in the preparation and negotiation of the City's budget process and manage on-going maintenance activities.
  • Conduct financial analysis to estimate impact of the legislative proposals (draft bills) that the Agency's Legislative Affairs unit requests.
  • Interface with Office of Management and Budget (OMB) regularly on all budget issues.
  • Interface with program areas to obtain statistics/data and develop reference materials to be utilized for internal meetings and City Council hearings.
  • Prepare regular expenditure reports, identify and analyze discrepancies between planned and actual expenses.
  • Review needs according to baseline funding, workload standards, and Agency mandates and priorities; analyze and recommend choices for program expansion or defunding.
  • Analyze and review Program to Eliminate Gap (PEG)/New Need (NN) submissions of an assigned area to determine feasibility and compliance.
  • Other special projects as needed.

Qualifications
  1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
  2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.
  3. An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in "1" above.
  4. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in "1" above.
  5. A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in "1" above.
